Not attached to anything but did have a collar on but I thought that was strange too. I wasn’t sure what to do after i saw the woman go after him/her, as I didn’t know where he/she had gone (or if she/he perhaps was taken home after that point) -

I think so. Someone was trying to talk to him but he was running away. I didn’t see him after that 😞 So i just hope that was his owner -
It’s just been standing here alone while i’m eating my lunch and no owner has seem to come for the past 10-15 mins
